1. Soak the short ribs in cold water to draw out any blood. Score the meat if desired. 2. Place the bone-in and boneless short ribs into a large, heavy-bottomed pot or Dutch oven. 3. Add a generous amount of minced garlic, water, soy sauce, mirin, and Korean chili spice to the pot. 4. Cover the pot, bring it to a boil, then reduce the heat and simmer for 30 minutes. 5. After 30 minutes, add the chopped green onions, carrots, and potatoes to the pot. 6. Cover and continue to simmer for another 30 minutes, or until the vegetables begin to soften. 7. Add the rice cakes, enoki mushrooms, and another portion of fresh minced garlic. 8. Stir everything together and cook for another 5-10 minutes, until the rice cakes are chewy and the mushrooms are cooked through. 9. Serve the Galbi Jjim hot.
